Black Rain Ordnance mills this lower out of a solid block of aluminum instead of starting from a forging, which is why the lines on it look nothing like a standard receiver. Billet work takes more machine time and it shows in the surfaces. It is a stripped receiver, so nothing is installed. You bring the parts kit, the buffer tube, the stock and the upper.

The finish is Cerakote in black, a sprayed ceramic coating that holds up well against solvents, sweat and the sort of wear a rifle picks up in a case. Standard AR-15 geometry means any mil spec upper mates to it and any standard lower parts kit fits without modification. If you want a build that does not look like every other black rifle on the firing line, without commissioning a custom shop to get there, a billet lower is the simplest single part that changes the whole character of the gun.
