Neck sizing with a bushing gives two adjustments at once: how much of the neck gets worked, and how tightly it holds the bullet. Brass that stays with a single rifle is the usual case for it, since the body is not being pushed back down every cycle. When a case stops chambering easily it goes through a full length die instead. Until then, this is the die set that touches the least brass.
